ASEAN Aviation Integration Project is one of the Projects under the ASEAN Integration Grand-Challenge based at the Institute of Malaysian and International Studies (IKMAS), Universiti Kebangsaan Malaysia and under the ASEAN Economic Integration Platform (AEIP). The Project also forms part of the ASEAN University Network – AEC Thematic Network (AUN-AEC Network).
The 13th ASEAN Summit in Singapore in November 2007 endorsed the initiative of establishing an ASEAN Single Aviation Market (ASAM) by 2015 in support of the development of the ASEAN Economic Community (AEC). The ASAM is one of the key pillars supporting the establishment of the AEC via facilitating free, efficient, safe and secure movement of people and goods within and potentially beyond ASEAN. In April 2016, ASEAN reached a significant milestone with the realisation of open skies for the ASEAN market through the full ratification of the ASEAN open skies agreements.
The main objective of the Workshop is the explore issues affecting optimisation of ASEAN Aviation integration, which is critical for the integration of the ASEAN Community. Aviation Integration will connect the people of ASEAN whilst at the same time will also be able to contribute to the economic growth of the region.
To further support the realization of the ASEAN Aviation Integration, the workshop will explore issues on:
The possibility of allowing the creation of ASEAN wide airlines, to the like of Community Carrier;
The liberalization of investment in the aviation companies and carriers throughout ASEAN to enhance access to capital and to increase intra-ASEAN investment;
The free movement of aircraft across ASEAN carriers, where ASEAN carriers may be able to have access to excess aircraft among ASEAN carriers;
Free movement of pilots and aircrews within ASEAN Member States; and
E-commerce in the aviation sector.
