Abstract
Many champions and quality gurus promise improvement from the use of quality management techniques and approaches. Nevertheless, the findings of many empirical studies show that the implementation of various quality programs failed to deliver the promised result. This has led to considerable doubt and cynicism about the usefulness of quality programs. This paper presents a number of issues on the implementation of quality management programs. It holds the view that quality management programs need to be seen as a change management process that involves many aspects including organizational culture and orientation, organizational design and elements of human resource management practice. The success of quality programs depends a lot on the organizational context. The models and theories used by many quality champions and consultants tend to ignore this dimension. This paper brings into the discussion a number of management issues with the hope that it will enable us to develop a more holistic perspective of quality management.
