16.2 – University Governance Measures
16.2.1 – Elected Representation
At Universiti Kebangsaan Malaysia (UKM), the Senate holds the highest representation on the university’s governing body. The Senate, as a decision-making body, plays a pivotal role in shaping academic policies, strategic directions, and governance matters. It comprises elected representatives from various faculties and departments, including academic and administrative staff, ensuring diverse voices and perspectives are considered in university decision-making processes. This structure underscores UKM’s commitment to inclusive governance, where leadership and policy formation are driven by a wide representation of the university community.
The Senate consisted of:
- The Vice Chancellor of UKM as the Chairman
- All Deputy Vice-Chancellors of UKM
- All Faculty Deans of Faculty and all Directors of UKM Campuses, Schools, Centers, Academies and Institutes
- Not more than 20 professors elected for a period of three years by all full-time professors and associate professors of the UKM
- Student Representatives
The Senate perform the following functions and exercise the following powers:
- To establish Faculties, Schools, Centres, Academies and Institutes, and departments, units or bodiTs under such Faculties, Schools, Centres, Academies and Institutes;
- With the permission of the Board, to award honorary degrees to persons who have contributed to the advancement or dissemination of knowledge, or who have rendered outstanding public service;
- To form policies and methods of teaching, lessons, examinations, research, scholarship and training carried out in, by or from the University;
- To ensure the standard of education in courses of study held within, by or from the University;
- To determine the feasibility or otherwise of any proposal regarding any curriculum or course of study conducted or to be conducted within, by or from the University;
- To determine the qualifications required to be admitted to any course of study held in, by or from the University;
- To regulate the conduct of assessments and examinations, confirm examination results and determine appeals;
- To formulate policies to protect academic freedom and professional excellence; and
- To do all things that are beneficial or necessary for or incidental to the execution of his functions under this Constitution.
At UKM, the Senate includes key leadership figures from across the university’s various faculties and academic units. This includes all Faculty Deans as well as the Directors of UKM’s campuses, schools, centres, academies, and institutes. Their participation in the Senate is crucial to ensuring that academic policies, strategic initiatives, and decisions reflect the interests and expertise of each discipline and research area within the university.
The Deans and Directors serve as representatives of their respective faculties and academic units, bringing specialized knowledge, as well as insights into the needs and priorities of their students, staff, and researchers. This structure strengthens collaboration and coherence across UKM’s diverse academic landscape, contributing to well-rounded governance that aligns with the university’s mission and goals.
By incorporating leaders from across its academic spectrum, UKM’s Senate ensures that its governance is both comprehensive and inclusive, facilitating informed decision-making that benefits the entire university community.

Non-faculty employees also play an integral role in the Senate at UKM. Their inclusion ensures that the governance of the university reflects a broader range of perspectives beyond just the academic faculties. Their involvement allows the Senate to consider the administrative, technical, and operational dimensions of university governance, ensuring that decisions made are practical and beneficial for all stakeholders. This inclusiveness promotes a more holistic and balanced approach to decision-making, fostering a university environment where the voices of all employees—academic and non-academic alike—are valued in shaping UKM’s future. Non-faculty employees in UKM are represented by the UKM Registrar which is Dato’ Dr. Syed Kamarudin bin Sadakkuthulla, Encik Mohd Azli bin Mohd Kasirun (Bursary), Prof. Madya Dr. Salawati binti Mat Basir (Legal Advisor) and Cik Rohaya binti Umar (Chief Librarian), known as Ex-Officio in the Senate.
At UKM, student representation in the Senate is an important aspect of governance, reflecting the university’s commitment to including the student body’s voice in key decision-making processes. Student representatives are elected or appointed to participate in the Senate, ensuring that the concerns, ideas, and perspectives of the student population are heard and addressed. Their involvement helps bridge the gap between university management and students, fostering a collaborative environment where policies affecting the academic and campus life of students are considered with direct input from those it impacts most. This structure promotes transparency, accountability, and inclusiveness in UKM’s governance. In UKM, the student representative for the Senate is the President of UKM Student Union known as Kesatuan Mahasiswa UKM (KMUKM). In 2023, the student representative was Badrul Aliff Naqiuddin Bin Badrulzaman.
