16.3.1 – Provide Expert Advice to Government

Expert advice is essential for governments to create evidence-based, effective policies that address societal needs. Experts offer insights into complex issues, such as climate change, public health, and education, ensuring that decisions are informed by data and research. Their input helps design policies that are practically feasible, protect public interests, and enhance national competitiveness, especially through innovation in technology and sustainable practices. Moreover, expert insights enable governments to assess and mitigate risks, improving transparency and accountability. By integrating specialized knowledge, governments can implement impactful solutions that promote social welfare and long-term national progress.

Universiti Kebangsaan Malaysia (UKM) has a lot of expert advisors across diverse fields who contribute significantly to government. With expertise in areas like environmental science and civil engineering, UKM’s academics and researchers often collaborate with government bodies to provide insights and evidence-based recommendations. This advisory role strengthens policymaking in Malaysia by grounding decisions in research, enhancing the effectiveness of implemented policies, and addressing complex societal challenges. Their contributions are instrumental in advancing sustainable development, economic growth, and social well-being across the nation. 

National Level

Associate Professor Dr. Sharina binti Abdul Halim is the Head of the Cultural Heritage and Social Sustainability Program at the Geopark Research Centre (PPG), Institute for Environment and Development (LESTARI), UKM. She plays a vital role in formulating strategies and initiatives to advance geoparks in Malaysia by using her expertise as a researcher in the field of environmental sociology and cultural heritage conservation. She has made significant contributions to the development of Malaysia’s National Geopark Development Plan 2021-2030, which was published in 2023, as one of the members of the National Geopark Committee. She also was a co-author of the National Geopark Implementation Plan. Her involvement in the National Geopark Implementation Committee reflects her commitment to promoting geological heritage conservation and sustainable development through the geopark concept.

Regional Level

In addition to the field of environmental sociology, UKM also has expertise in constitutional law. Dr. Nurhafilah binti Musa has made significant contributions to the formulation of the Muqarrabun Disability Policy in Kelantan. With her expertise in constitutional law, Islamic law, and federalism, she was appointed as the Lead Researcher in the drafting of this policy. The policy aims to outline and provide comprehensive guidelines and development modules for persons with disabilities in Kelantan, based on the principles of the Developing with Islam Policy, and to enhance one of the sub-policy agendas within the Welfare and Well-being of the People of Kelantan Policy. This policy was created as a reference and guide to establish the framework, values, direction, and strategic objectives in planning and programs organized in Kelantan to safeguard the interests and development of PWD. Dr. Nurhafilah’s involvement in the development of this policy reflects her commitment to empowering and advancing the disability community in the state.

Local Level

Lt. Col. Assoc. Prof. Ts. Ir. Dr. Nur Izzi Md Yusoff was appointed as a member of the Program Advisory Committee at Port Dickson Polytechnic from January 2023 to December 2024. In this role, he plays a crucial part in providing strategic guidance to enhance the quality of academic programs offered. His responsibilities include advising on curriculum development to ensure alignment with current industry needs and establishing connections between the polytechnic and industry sectors, thus ensuring that graduates possess relevant skills that meet job market demands. Furthermore, he contributes to elevating teaching and learning standards through assessments and improvement recommendations, while also supporting initiatives for the professional development of academic staff and students. These initiatives include organizing seminars, workshops, and training programs. With his extensive experience in civil engineering and active engagement in research and industry, Prof. Ts. Ir. Dr. Nur Izzi Md Yusoff is anticipated to make significant contributions to advancing academic programs at Port Dickson Polytechnic.
