The digitalization process plays a pivotal role in migration governance by eliminating intermediaries, preventing exploitation by agents, reducing recruiting expenses, expediting the recruitment procedure, and combating human trafficking. This research analyses the effects of digital intervention on the Malaysian governmentβs efforts to prevent irregular migration from two perspectives: foreign labour management and migration control. Expanding upon the conceptual framework of digital migration studies, the following research questions are addressed in this research: (1) What is the potential of digital intervention in reducing irregular migration and forced labour? (2) What are the impacts of digitalization on labour migration governance? A digital-based migration governance is realized in the state by implementing direct hiring through digitalization and interior enforcement operations through biometric technology.
Dr. Choo Chin, Low is a senior lecturer in the History Section, School of Distance Education, Universiti Sains Malaysia (USM). She holds a PhD from the University of Melbourne. Her research interests include comparative citizenship, migration and diaspora studies. Her recent publications appeared in Citizenship Studies, Diaspora Studies, Journal of International Migration and Integration, Regions & Cohesion, Europe-Asia Studies, Journal of Current Southeast Asian Affairs, Journal of Historical Sociology, and Third World Quarterly. She was a Visiting Fellow at Academia Sinica and National Taiwan University (2016). She currently serves as a country expert for the Global Citizenship Observatory (European University Institute, Italy) and the Global Dynamics of Social Policy (University of Bremen, Germany).
